By 2020-2021, all schools from French Belgian part (Brussels and Wallonia) will develop a steering plan to become their target contract for six years. A third of the schools have started the exercise. Here are the main lines of this new mode of governance, the key words of which are participation, empowerment and empowerment of management and their educational teams.
School development
Future contracts must be structured around “clear, measurable objectives common to all establishments of the Wallonia-Brussels Federation […] on which all the partners have agreed [and] formally accompanied by indicators defined and evaluated by the public regulatory authority”.
Objective contracts must achieve seven objectives for improving the education system, set by the Government of the Wallonia-Brussels Federation.
- Significantly improve students’ knowledge and skills.
- Increase the share of young graduates of upper secondary education.
- Reduce the differences between the results of the most and least advantaged students from a socio-economic point of view.
- Gradually reduce repetition and dropout.
- Reduce school changes within the core curriculum.
- Gradually increase the inclusion of students with special needs in the mainstream.
- Increase the indices of well-being at school and the improvement of the school climate.
